Fusing is a way to join the silver without the use of solder. It requires the use of pure metals or fine silver and 24ct gold (not alloys). Once you have heated your metal to red hot it will naturally join to the metal next to it and can become one. However, to keep the shape you require (as for these earrings with three balls you need to control the heat and watch, as soon as you see the metal join together take the heat away immediately, it does take practise.
